When a Scout has completed all the requirements for a rank, he
appears before a Board of Review (BOR) composed of at least three,
but no more than five members of the Troop Committee. The purpose of
the review is to ensure that the requirements have been met for
advancement; to help the boys grow in maturity; to be able to
demonstrate the ability to relate and respect authority at the Scout
level and the adult level; to show proficiency in Scout Skills; and
to develop Scout Spirit and Godly Character. The board may review
all aspects of the Scout's performance, leadership, and
participation. The review is to encourage him to keep working toward
advancement and a tool to be used for quality control of the entire
program. If the requirements listed above are met, the the Scout
will be awarded his rank. A BOR may also be held to counsel a boy
about his lack of progress toward advancement.
Eagle Board of Review
The Advancement Chairman, through the District Advancement
Chairman, whose guidelines will be followed, will arrange the BOR
for the rank of Eagle. The District Advancement Chairman, or their
representative, will convene the Board. Two Troop Committee members,
familiar with the candidate, are requested to participate. No SM or
ASM may participate. At this review, every aspect of the Scout's
career may be reviewed at the discretion of the District
representative. It is at this time that the strict adherence to the
rules regarding tenure, advancement, and other aspects of the Scouts
career is essential.
